These changes have been on Xonotic Australia Overclocked Votable for a while and have been well received. Mine Layer previously hadn't been getting much usage even on maps it should suit, like trance in CTF, usage seems to have noticeably picked up. Differential time to detonation when standing at the radius edge versus on top of the mine was my idea, as this increases the likelihood of the mines dealing damage when running towards them; with 0.1 at edge they'd explode too early, with 0.3 at core they'd explode too late (usually). The time values chosen seem to work well enough to prevent fast players from ignoring mines and getting past damage-free (which was possible before with sufficient speed), while also not being low enough that they'd explode too early for other players or become too powerful. The ability to push the mines around slightly with knockback was added later, so that mines don't permanently block off parts of the map. The reduction in refire time and increase in limit seem necessary to make the weapon reasonable to use in busy matches. Reduction in projectile speed helps emphasize Mine Layer's role as a defensive weapon. While this does somewhat make the weapon more similar to Electro, they still have very different use cases. I think Mine Layer can become a core weapon after this.
