Initially, display changed cvars only when opening the "advanced settings" dialog. Search bar searches in all cvars.

If that's how we interpret the vote, then no - if you start searching, it should search all, without having to uncheck "only changed" every single time

If we want the advanced settings dialog to be the preferred tool for "non-pros" to tweak game settings, we should prevent it to jump at the user with a comprehensive list of cvars, as this is highly discouraging. As it is now, even I feel like slapped in the face by that dialog and prefer to use the console.

Advanced settings is called that way for a reason. Though it might be better to call it "full cvar list" or something like that. A button to show modified cvars is no better either, as once you start to customize the game in the menu, you'll soon get a shitload of modified cvars. Just think about name, graphic options, HUD config (omg) etc...
