Constitutional amendment: it shall be forbidden to influence others during a vote by means of extortion, bribery, "quid pro quo" or other forms of corruption. Negotiating on the issue or maybe directly related issues, of course, is OK. How to handle a violation will need to be decided on a case by case basis.

While this should be a given there are issues with this too. For example if someone has had such negative experiences with someone else that they do not want to be anywhere near them is it okay for them to state that they would leave if this new person is invited in? Does this then fall under "quid pro quo" in the form of "I stay and contribute if they are not let in"? Difficult gray area cases for the future...
